Can light signals travel faster-than-c in Vacuum?

This talk considers the Scharnhorst effect and the consequences if the

predictions are correct. It appears SR can be violated since the

enhancement of c predicted by the Scharnhorst effect is length

dependent. However, the results might not be experimentally verifiable

due to the smallest of the speed enhancement. We also consider the

possibility that the prediction is incorrect and perhaps the dispersion

relations are not applicable to this situation.
